Adding a sample for Context Start handler

    Description

      For fault tolerant, we need to start data downloading portion when context is started. Creating a sample code for it as a test case would be useful.
      The sample should show:

      • How to write a ContextStartHandler
      • How to bind it to Context configuration
      • How to inject a data dolowder to the handler
      • Where to start data downloading
      • How to check the status in task
