[REEF-1193] Move DOAP file into website/src/site/resources.

Description

According to the subversion log, doap.rdf file is removed by me during executing `publish.sh` today. It seems that the similar removal issue before.

To avoid accidental removing doap.rdf in the future,
we need to registers doap.rdf into website resources folder.
`website/publish.sh` will consider this as a web resource.

The DOAP used to be located at http://reef.apache.org/doap.rdf

However it is no longer there.

It seems to have been moved to the Git source repo.

This is not ideal, as DOAPs aren't a part of the source and should not normally be included in source bundles.

Please could you move the DOAP back to the SVN site directory so it gets published at the original URL?
