[RATIS-460] Once a snapshot is created an exception will be thrown when reply entries after restarting cluster

Description

I don't know if this is a bug, I looked at the changeset of ...ratis/server/impl/ConfigurationManager.java, in line 52-56, I found an assertion statement is added by Tsz-Wo to check whether the last entry index is less than current entry index if so, will throw an exception, but when I enable snapshot function, this kind of exception will always be thrown.
