Description

Currently, there are quite many different ways to create DataStreamReplyByteBuffer objects. In addition, we will serialise exceptions to the buffer in DataStreamReplyByteBuffer; see RATIS-1153. It is better to use the builder pattern to build DataStreamReplyByteBuffer objects.
