[RANGER-7] knox configwacher need not initialize credentialstore when it is talking to non ssl policy store

Description

At present, Jersey2ConfigWatcher of knox agent initializes credential store to read sslKeyStorePassword even if the policy portal is not running ssl.
This is unnecessary and can be eliminated.
