Description
Consider a service containing 100 policies and a non-admin user having delegated admin access for resources in 3 policies. We would expect to see 3 policies when the user logs into Ranger Admin.
However, if these policies happen to be at the end of the policy list, the user will be presented with an empty page; and the user will not be able see the policies that can be edited by the user.
This should be fixed so that non-admin users also can browse applicable policies (i.e. policies with resources that the user has delegated-admin access to) similar to admin users.
