Policy Validation: Change the logic to generate friendly error messages to be similar to that for Service and Service def

    Description

      1) Policy Def - used 1st iteration of the friendly error messages. Change it to use the style used for service def.
      2) Rename the error code infrastructure pieces so they are not specific to validation and be used in other general error codes.
