Description

#1. passing negative startIndex should treat it as 0 and return results accordingly. Currently its returning 400
#2. Order of policies returned seems to be ordered by the policy-id but it isn’t!
If no other sort field is specified, we should use ‘id’ to sort the result – so that the pagination would work correctly.
