[RANGER-429] Add new role (KEY_ADMIN) for KMS permissions in Ranger Admin

Description

1. Create a new role “ KEY_ADMIN”. Only this role will have KMS permissions (key management).
2. This role will be available as a dropdown in Add user page.
3. Create a default user “keyadmin/keyadmin” with KEY_ADMIN role.
   This can be done similar to other admin users : admin and rangerusersync
4. Provide ability to disable login. This can be done at the user detail page. Need to add a field in user and check this during login.
