[RANGER-3950] tagChangeLog just record ranger admin restart log , but dont write the change from tag、tagdef and tag-resourceMap

Description

I used this property  in ranger admin ,table tag-change-log still don't record change action but admin restart.

so , I look up the source code  ,   I find when tagdef,tag,tag-resource map changed , persist changeLog method not used.
