Description

Make following enhancements to Permission Model :

1. Non-admin user is not allowed to create policy. They should be allowed

1. Application is not allowing non-admin user to change its own password

1. Admin user shouldn't be allowed to be added/edited/deleted from any permission module under permission tab.
