[RANGER-36] Perform Table Autocomplete only when user starts entering characters

Description

Steps to reproduce:

1. Log in to Policy Admin UI
2. Click create policy for a hive repo
3. Select Database as default ( 'default' will be available when user starts typing with 'de' )
4. Click on the Table field.

Expected Result : Should show either some tables of default DB or nothing.

Actual Result : 'default' ( the database) is shown in the autocomplete list, which leads to confusion.
