[RANGER-32] Admin UI does not reflect policy updates in the backend

Description

Steps to reproduce:

1. Open a Hive policy in the admin UI.
2. Modify this policy outside admin UI. (For example using GRANT/REVOKE beeline command)
3. From the breadcrumbs menu, Click "Manage Repository --> [Repo Name] Policies" link and click on corresponding policy link

Expected : Policy modifications done outside (e.g. user/group permission changes) should be reflected in the UI.

Actual : The changes are not reflected. As a workaround, a manual page refresh needs to be done. To avoid confusion, always load the changes from the server (not from cache).
