Description

The policy engine currently evaluates policies in the order received from the cache/REST API. To minimize the policy evaluation time, it will be best to start with policies that are most likely to match for the access request. For example, policies that deal with all-wildcard for resource names, etc.

This JIRA is to implement this optimization. There will be another JIRA to track more sophisticated optimization, like use of caching, usage pattern, etc.
