Major Description
Hive URL Policy doesn't match if recursive flag is on for the url resource
Solution is to have the "recursive flag" off as the matcher rewrites the path like "s3a://test/" to "s3a:/test/"
or we need to have a new URLMatcher to handle this.
So we should have the default behavior for URL match to be with no recursive flag.
