Implement ranger support for Phoenix

    Description

      Currently, Phoenix relies on HBase coprocessor for authorization but there are some logical entities like View, Function, Sequence which cannot be mapped directly to entities in HBase and requires a separate authorization.

      From an implementation perspective, Phoenix also does pre-checks for access with the help of coprocessor only.
