[RANGER-1740] There is a exception when the ranger_credential_helper.py was executed.

Description

The following exception occured when I executed the ranger_credential_helper.py.
OSError: [Errno 2] No such file or directory

Compared with the other installer, It deals with the logic of JAVA_HOME variable is not the same. The ranger_credential_helper.py throws above exception and other programs normally exit when the JAVA_HOME variable equals to empty.
