[RANGER-1315] [export/import] if input file content is not valid for import then it does not give proper error, it gives null pointer exception in logs

Description

1) create an input file for importing
2) create some invalid entry ( for ex: miss the service name attribute or some other essential attribute)
3) upload the file and import it
ER: proper error should be thrown, saying content of the file is not valid or some thing similar
AR: Null pointer exception is thrown.
