[RAMPART-223] WS-Trust 1.3 namespace misses a '/' at the end

Description

In class RahasConstants the WS-Trust 1.3 namespace is stored under WST_NS_05_12.
WST_NS_05_12 is set to "http://docs.oasis-open.org/ws-sx/ws-trust/200512".
The schema namespace (at OASIS) specifies a '/' at the end.
I'm not sure about the rules for namespace equivalence, but if you assume strict string equivalence, the '/' has to be there.
