Description

Travis CI is actually exceptional in that it still supports this Ubuntu release. Github Actions ended support last year, https://github.com/actions/runner-images/issues/3287

The Ubuntu version should be upgraded. Beware that some new Valgrind issues appear on Ubuntu Focal. These should be either resolved directly, or suppressed and JIRA'd.
