Description

If a block condition already exists, and then new session is created, the block ought to be applied to the newly created session. On the AMQP 1.0 path, this currently does not happen. The code needs to be analogous to AMQPConnection_0_8Impl#addChannel. It looks like the code is in place to propagate the block state to newly attached links, but I have not tested this code path,
