[Java Broker] On AMQP 1.0 ensure Flow is sent to client when producer flow control changes state

    Description

      Currently the broker does not always send the Flow command to the client when the broker wants to toggle producer side flow control.
      This can lead to the broker thinking the client is active while in fact it is still blocked.
