Description

Using management you are able to delete messages in a queue either by the message delete function or the clear queue. Message delete works for messages that are in the acquired state, however, it seems the clear queue function ignores messages that are acquired.

The clear queue function should work in the same way as the delete message function and should be able to delete messages that are acquired.

We also need to check the behaviour is correct when a message is already in a ConsumerTarget's _queue.
