[QPID-6618] Allow on-line access to the log cached by BrokerMemoryLogger

Description

Create a new operation on BrokerMemoryLogger that will permit access to the cached logs. This will replace existing LogRecordsServlet.

At a high level:

• Allow the current contents of the BrokerMemoryLogger to be retrieved
• ACLs must be enforced check for the ACCESS_LOGS permission on the BROKER or the VIRTUALHOST.
• Change BrokerMemoryLogger UI to integrate an existing log viewing functionality: this will involve moving the currently log viewer widget (from Broker tab) onto the Logger view tab.
