[QPID-6068] NPE encountered whilst editing JMX_CONNECTOR port

Description

I try to edit the JMX_CONNECTOR using the Web Management Console of a freshly started 0.31 Broker. After changing the port number, clicking Save Port gives error message "409 - Unexpected error - see server logs" with the following NPE in the logs:
