[QPID-5593] Adapt gen-release-books etc to publish jms-client-0-8 too

Description

The site generation scripts gen-release-books etc need to be adopted to publish the 0-8 JMS client documentation (QPID-5374). Since this book is new, the changes must be made in such a way that the scripts remaining compatible with previous releases that don't have this book.
