Enable better packaging of the Swigged Python binding sources

      Description

      The current upstream sources are for the pure Python implementation. An upstream source that provides the swig descriptor and other files necessary to generate the bindings is needed.

        QPID-4930: Create a Python swigged bindings source tarball.

        Created a README, LICENSE and ChangeLog file to be included.

        Added a CMakeLists.txt file that is included with the sources that can
        be used to build the Python bindings.

        The python target for release.sh now creates the file python-qpid_messaging-$

        {VER}

        .tar.gz that can be used to build the Python swig bindings.
