      Description

Currently there is no way to disable listening for transports/protocols individually on the C++ broker. If the plugin can be loaded and initialised it will be used.

This is not ideal, as there are some very good reason to only allow listening via say ssl but to still allow federation links (over a different network interface) using tcp.

Another usage example would be to import a listening socket via --socket-fd; in this case it is usual that you don't want any other listening going on.
