Resizing qpid legacystore journal does not update queue arguments provided by QMF

      Description

      Durable queues that are created through QMF and which override the default legacystore options for journal file size and number carry these settings as part of the queue, and are reported by QMF as queue arguments. For example,

      {u'qpid.file_size': 20, u'qpid.file_count': 20}

      .

      However, it is possible to change the journal geometry offline (ie with the Qpid broker stopped) using a resize utility to expand the size of the queue's journal. When this happens, the queue is successfully recovered, but QMF continues to report the original size information. The recovery process fails to update the queue settings and QMF.
