ReplicatingSubscription counts as a consumer and doesn't allow auto-delete queues to be deleted

      Description

If you create an auto-delete queue, the ReplicatingSubscription that backs it up is included in the Queue's consumerCount, so auto-deletion never occurs because consumerCount is always > 0. ReplicatingSubscriptions should not be counted as consumers so auto deletion can succeed.
