[Java Broker] remove group definition funcionality from ACL

      Description

      Currently the Java Broker's Access Control file syntax allows groups to be defined. We would like group definition to be orthogonal to ACL definition, to reduce code duplication and user/developer confusion.

      Separate group definition functionality will be added in QPID-TODO.
