[QPID-421] Provide enumerated description for static constants including delivery mode

Description

Currently when displaying such information as delivery mode on the management console, the integer value for the static constant used is displayed. We need to display the description in case like this i.e. instead of showing delivery mode as 1 or 2 we should display 'PERSISTENT' or 'NON_PERSISTENT'.

This change should be applied to all such constants.

Please add details of all other such values which need to be enumerated to this description.
