Queue attributes are ignored on queue creation with web management console

      Description

      Setting of such attributes like queueFlowControlSizeBytes, queueFlowResumeSizeBytes, alertThresholdMessageAge, alertThresholdMessageSize, alertThresholdQueueDepthMessages, alertRepeatGap on queue creation with web management console does not work. These attributes are ignored on queue creation with web management console.

          Keith and I reviewd the patch and made some modifications (fixing a CDNFE when viewing a queue with acquired messages, fixing JSON output for queues with altenrate exchanges, adding ability to request creation of a DLQ to accompany the max delivery count option) which are all now committed.
