Queue attributes are ignored on queue creation with web management console

      Description

      Setting of such attributes like queueFlowControlSizeBytes, queueFlowResumeSizeBytes, alertThresholdMessageAge, alertThresholdMessageSize, alertThresholdQueueDepthMessages, alertRepeatGap on queue creation with web management console does not work. These attributes are ignored on queue creation with web management console.
