remove the old JMX Management Console

      Description

      Together, QPID-3998 and QPID-3999 allow for management of the broker through a browser and so although the Java broker will continue to support a JMX interface for management (that will remain compatible with prior releases of the JMX Management Console for a period of time) which can continue to be used with third party JMX tooling (e.g JConsole, VisualVM), the web ui will be the primary user interface we maintain going forward and as such the old JMX Management Console will be removed. This will greatly reduce the overall size and number of artefacts of the Qpid releases by removing multiple platform specific distributions of the console.
