      Description

      For example "qpid-perftest --tcp-nodelay" terminates abnormally when opening its first connection.

      The Windows implementation of Socket::setTcpNoDelay lacks a check for INVALID_SOCKET and so fails before the connection is open. It should set "nodelay=true" and return to set the option correctly later from Socket::createSocket. This is the logic in the Linux implementation.
