[QPID-3802] Broker command line processing --help (-h) and --version (-v) no longer work

Description

The broker start-up command line options --version and --help do not function and the broker incorrectly starts.

If the --version (-v) option is provided the brokers version information should be displayed.
If the --help (-h) option is provided the command line options should be displayed (i.e. the usage message)
