[Java] Move JMS Selector code to common to remove duplication between client and broker

      Description

      Currently we have paractically the same code in both the client and the broker to handle the parsing and evaluation of selectors. The code should be moved to common with an interface for the "filterable message" so that it can be used by both the client and broker.
