https://issues.apache.org/jira/browse/QPID-3417 allows the broker to set the timestamp delivery property as defined by AMQP 0.10. The java client needs to be updated to provide access to this property via a custom property named "x-amqp-0-10.timestamp", similar to the support for 0.10 app-id property.
