Removal of unused system property "qpid.default_wait_on_send" from Java Client

      Description

      After the removal of MINA from the transport layer it was discovered that the qpid.default_wait_on_send property had not been removed from the Java client. It is no longer needed as all IO operations are now synchronous. This also resulted in the removal of associated producer factory methods and constructors.
