make check fails because of wrong sorting

      Description

      When I do 'make check' after building qpid/cpp I got few failures
      because the sorted input files were not sorted using traditional
      sort order, see warning in sort(1) manual page.

        The patch fixes the order and makes every test use the right
        environment (LC_ALL=C).

        It also fixes a minor typo where 'cat' was called instead of 'echo'.
