[QPID-2283] java Testkit scripts should have sensible defaults when setting up the environment

Description

The scripts under java/testkit/bin should use sensible defaults when setting up the environment.
It would be nice if the scripts first check if it's been run from an svn checkout and set the defaults accordingly.
If not it should look for in well defined locations like PATH, PYTHONPATH etc..
