[PROTON-874] PN_VERSION only supports major and minor versions

Description

The cmake build reads in PN_VERSION from the version file, but it only supports major and minor versions. It seems to be used in the file name for the cmake-built jar, and within code to make the version available to C/Python code. This should be updated to support micro/patch version info.
