Need a means of specifying and reading connection capabilities & properties

      Description

      The properties are very useful for providing details about a client connection for management purposes (pid, process name, client library version etc).

      The capabilities are needed to turn on optional functionality (e.g. filters).

        This is partially complete, the capabilities are exposed for proton-c, but we need to expose the properties still and likewise for proton-j.

        Access to connection capabilities has been added to proton-j.

        Adding access to properties for the pure Java implementation would be trivial, but this is not yet present in the C API.
