[PROTON-504] NBMessengerTest.testCreditReclaim failed on Windows

Description

As mentioned in PROTON-503, the NBMessengerTest.testCreditReclaim test is failing.

I'm not sure how long it has been failing as I haven't run the tests in some time, and the Windows CI job on Jenkins has been disabled for a long time (because it was failing to clean itself up and falling on its face, and noone tried to fix it).
