Unit tests fail if proton is built without OpenSSL.

      Description

      If the build environment does not have OpenSSL, then the SSL module is not built, which is expected.

      However, some of the python unit tests that require SSL still run, and cause the unit tests to fail.

      These tests should be skipped when the SSL module is not built.
