Description

Enhances the Rakefile to use the CPROTON_BUILD environment variable when working inside of the Ruby bindings. Adjusts the Rspec Rake target to be "rspec". Adds files necessary to distributing the Ruby bindings as a gemfile (TODO, ChangeLog), support for SimpleCov (not required by the code) for checking unit test coverage of code.
