[PROTON-2059] char array can be encoded but not decoded

Description

While adding some tests for PROTON-2057 it became apparent that the decoder cant handle char arrays, instead throwing a ClassCastException, even though the encoder does encode them and chars outwith of an array are handled. This seems to never have been implemented.
