Update cmake so that it uses the easier to use imported target feature

    Description

      Recent versions of cmake deal with dependencies by using imported targets which carry with them the necessary flags etc.

      This is now supported in all the supported versions of cmake we use (albeit a little unevenly in the earlier versions) so it makes sense to simplify our build system to use it.
