[PLUTO-76] PortalContextProviderImpl.getPortalInfo() should return portal driver version, not portlet container version

Description

Currently, PortalContextProviderImpl.getPortalInfo() returns the container version rather than the portal driver version. This method should be changed to read the version information from "config" service via org.apache.pluto.portalImpl.services.config.Config instead of the container's org.apache.pluto.Environment.
