It seems that you don't have to become a Member of the organization in order to get access to the Spec: http://www.modbus.org/specs.php Also it seems that you don't need to be a member in order to say that your product is Modbus compatible. The only thing I could find that requires a membership, is to be listed as partner on the Modbus page.
